RAI Association (The Netherlands) is pleased to announce a new subsidy program for electric mopeds and scooters. This initiative aims to support those with lower incomes in making the switch to zero-emission vehicles, while also ensuring they still have access to transportation. “This program is crucial for moped and scooter riders on limited budgets, particularly in areas where environmental restrictions are being implemented,” stated Martijn van Eikenhorst, Scooter Section Manager at the association and Chairman of Scooter Recycling Netherlands.
Pilot subsidy program for electrification
A total of 3.5 million euros has been set aside for the electrification of mopeds and scooters in both 2024 and 2025. Municipalities have the opportunity to apply for funding from this program in order to provide subsidies for low-income individuals. Each municipality will have its own policies in place for distributing these funds. This means that residents can receive a subsidy towards purchasing an electric moped or scooter. With this budget, it is estimated that approximately 3,500 gas-powered scooters can be replaced with emission-free ones. The initiative will begin this summer, coinciding with a government campaign promoting the use of electric mopeds and scooters.
Combating mobility poverty and offering choice
Under this new subsidy program, local governments are being encouraged to speed up the process of transitioning to electric mopeds and scooters. In addition to implementing environmental zones, many municipalities are also offering scrappage schemes for older models, specifically those from before 2018. As an association, RAI emphasizes the importance of affordability and choice for all road users, particularly those with limited financial means who have been loyal moped or scooter riders for years. This initiative aims to give them the chance to purchase a comparable electric vehicle. “Keep in mind that people want to choose a vehicle that suits them,” emphasizes Van Eikenhorst. “Mopeds and scooters are particularly suitable for medium to long distances, commuting, or feeling safe in traffic late at night.”
Consumer and government action
In the push towards electrification, manufacturers and importers of mopeds and scooters have taken the lead. The climate agreement has set a goal to only sell electric mopeds by 2025. Even before the government implemented specific policies, the sector had already gained momentum by offering electric mobility options. As a result, electric vehicles make up 50% of all registered mopeds in 2024 and 32% of scooters. While the industry has made significant strides, it is ultimately up to the consumer to choose electric. Government policies can also play a role in promoting this shift towards more sustainable forms of transportation.

The RAI Association has played a vital role in the development of this pilot program and fully supports its implementation by the government. The association looks forward to continuing collaboration in order to accelerate the transition to emission-free transportation, promoting a sustainable future where mobility is accessible, affordable, and contributes to a cleaner and healthier environment. “In various municipalities and cities, RAI Association and Scooter Recycling Netherlands are collaborating on discussions about scrappage schemes, environmentally-friendly initiatives, and zero-emission zones.” With the introduction of the new subsidy program, Martijn van Eikenhorst, representing RAI Association, invites municipalities to join in discussions regarding their sustainable goals.
